Notice is given in terms of Section 38(3) of the National Environmental Management: Air Quality Act, Act 39 of 2004, for the application of a new Atmospheric Emission License for the existing Nseleni Asphalt Plant situated on the R619, approximately 2km south of Nseleni, Umhlathuze Municipality. In terms of GN 248 an Atmospheric Emission License is required as it triggers a listed activity, Subcategory 3.3 Tar Production. The facility is currently operating under a APPA license.

Applicant: Collateral Trading 27 (Pty) Ltd.
Process Overview: Aggregates and bitumen are heated and mixed to create asphalt. The process involves burning diesel as well as fuel oil; from where the emissions originate. The plant has an approximate 75 000 tons per annum production. An Air Quality Impact Assessment Report was prepared during the Environmental Authorisation (EIA) process.
